Opened in 1989, this was the only direct forerunner of the Far-Eastern Research Institute of Market Economy.Prof. A.S.Revaikin, a well-known Russian scientist, headed the new institution. Several researchers and specialists, the core staff, came from the Far-Eastern branch of the USSR

Academy of Sciences where ideas of market economics were in misfavour at that time. However, such lasting traditions and values of the Academy of Sciences as serving the Truth of Life, serving the Science had been retained.Still before our research institute had been established, in our investigations we showed a deep understanding for changes Russia went through.Early enough we came to the basic idea : RUSSIA IS MAKING A "QUALITATIVE JUMP". A special kind of theory, a THEORY OF "TRANSITION TIME ECONOMY", should be elaborated for the time being. Due to such vision, in the coming years we found practical solutions rather safely; as for striking disparities, seemingly senseless, in Russia's economy, we managed to interpret them as midway phenomena on the path from ordered ( planned ) economy to a market economy.

As deep economic transformations sat in, we already had good creative contacts with clients all over in Khabarovsk region, in Kamchatka and in Primorye region.Local branches of our research institute came into being headed respectively by Sherban' V.L. in Primorye and by Kolomiitsev F.I. in Kamchatskaya oblast.

In 1992, on a decision of the Russian Federation Government, the forerunner institution was transformed into the Far-Eastern Research Institute of Market Economy affiliated to the Russian Federation Ministry of Economy.Our direct task was to support market transformations in the Russian Far East. It was obvious beforehand: on its path to well functioning market, the economy of the Far East would face tremendous complications rooted in the previous settlement and economic development there.

What was predicted beforehand now holds true.The Russian Far East is moving towards market, yet, not easily and very slowly.Sometimes there are even set-backs. The Government made our research institute handle most important problems. We may mention here few of them: Production costs are certain to increase here. In what way higher pruduction costs should be taken into consideration when making market reforms ? Programs of regional development and state support in the Russian Far East need more precise conceptual frameworks. How could foreign trade in the Russian Far East become more efficient ? More specialization on economic relations to abroad is needed in many subregions of the Russian Far East.

Growth logics in free economic zones should become increasingly lucide. We are always engaged when growth programs are prepared for the whole Russian Far East or for its subregions. If programs and projects are made by specialized research structures to cover individual branches of economy, ours is expert examination of such works.

In addition to main subjects, our research institute began to investigate self-financing problems. There are investigations ordered by enterprises and institutions. Topical are transfer to leasing, setting up joint-stock companies, converting defence enterprises, elaborating business-plans, marketing research. Thus, enterprises belonging to logging and woodworking, to food and fishing industries, to river transport become partners of our research institute. Moreover, several big applied projects have been completed initiated (ordered) by municipal and regional administrations of the Russian Far East. In succeeding years life approved our trend towards projects of that sort. Now, contributing to our orders on hand are enterprises and companies of every ownership style, administrations, private persons. Also we use support grants given through Russian and foreign foundations willing to forward science. If meant in volume terms, the share of state-ordered works is under 10 %.

In choosing directions and topics to deal with we are dynamic and versatile. That is a must for those who live in market conditions. As before our research institute is a scientific institution in its essence. That is why the team of our researchers gives much attention to theory. Our books appear, national and international revues publish our papers. We run an Academic Council. We have post-graduate students and other persons who write their Candidate's theses.

Applied research aimed at solving grass root problems in individual enterprises, companies, associations, administrations has already got momentum. But very soon it will be not enough. Therefore, we try to expand our niche under market conditions : namely, we master marketing research, planning business and finding investors for enterprises in the Russian Far East. Investment design and investment consulting are a favoured new trend in activities of our research institute.

So, we may conclude, fundamental knowledge and practical purposefulness yield our researcher team most chances to progress.

We can be successful if we see : it's practical actors who shape the history; meanwhile science has to further, as much as possible, positive transformations in relevant fields of work.
